XOffender Skills

Prior to incarceration,   many offenders already possessed skills and good work histories in construction, heavy equipment operations and oilfield work. Many offenders may have completed Technical College training, occupational and/or on-the-job training programs while incarceration, in addition to earning industry recognized credentials.  Skilled training may include:

Employer Incentives

There are many incentives available to businesses that are open to hiring xoffenders, such as the Work Opportunity Tax Credit Program. This could entitle employers to a 40% tax credit on the first $6,000 wages paid, this varies from state to state. Businesses may also qualify for an additional reimbursement of the employee’s salary by meeting Workforce Investment Act criteria as applicable to state and local requirements. Federal bonding is also available to employers.

UNICOR's Federal Bonding Program is available to eligible Federal ex-offenders.


For ex-offenders without UNICOR work experience, a prospective employer or employee may be eligible for the
U.S. Department of Labor Employment & Training Administration's Federal Bonding Program (FBP).


Some states offer a free service that provides individual fidelity bonds to employers for job applicants with a conviction record. Check with your state's employment service.

Work Opportunity Tax Credit (WOTC): Gives an immediate contribution to an employer's "bottom line" by providing eligible employers with a Federal tax credit for hiring an ex-offender.

Job Training Partnership Act: Can reimburse some training wages; offers additional services that vary by state.
